If they won't go out, there is a short in the circuit or something is interfering with pedal return...

So the pedal contacts the switch and pushes it fully as it comes up? Do the lights go out when you disconnect the switch?

Then operating the switch must turn them off as well....so either the switch is not adjusted right, and is not being pushed enough to turn them off, or the pedal isn't coming all the way up, check for interference, weak return spring, etc.

I guess they are on whether the car is running or not? (rarely you'll see one that has a brake booster problem and the lights stay on when the engine is running)

Will the lights go out if you lift up under the pedal is the next question.
