When using A/C driver side discharge temperature noticeably warmer than passenger side. Buick's service manager's estimates the cost will be over $400 too fix. I'm looking for a second opinion

Welcome to AF.
On single and dual zone manual climate control systems start with checking the refrigerant charge at the low side port. May just be low or you have a leak. It will cause uneven cooling across the evaporator affecting the driver side cooling. In a worse case if the charge is good then the driver's side temperature actuator located in the dash is not working properly.
