96 Intrepid - Tie rod ends

I have the Tie Rod pin out of the spindle, but I need to loosen the bolt that connects the tierod end to the shaft (not sure wht the shafts name is but it leads to the rack and pinion). Is there a special tool or a trick to getting the thing off? I can't get the bolt to move.
