'93 1.9l starting difficulties

This '93 lx hatch back has less than 70,000 miles (driven by little old lady to church on Sunday, Really!) and almost since we got it in '95 it has almost always taken several tries to start it after "click, click" when trying. Battery is brand new, starter replaced a couple of years ago (around 45,000 mi), but always "click, click". Sometimes my mother in law can't get it to start at all and she whines, and nobody likes a whining mother in law! Please, any help appreciated.

Just a guess... but if battery and starter are known to be good, perhaps the problem is in the ignition switch.

There is another 'switch' in the circuit too; the neutral safety switch. I think this can get intermittent after enough years. Mine is doing the same thing now, but since the neutral safety switch is expensive, I may try replacing the ignition switch (the switch, not the lock) first anyway.
