97 jetta push accelerator and it slows

My 97 jetta just started loosing power. When I push on the gas it will go a little faster, but if you floor it, even going down a hill it seems to slow. I changed the plugs and igniton rotor, and checked for a hose off but didn't see anything out of place. It is a 2.0l with a 5speed manual trans.
