91 Passat problems !

I have a 91 2.0l 5speed passat. Engine newly rebuilt, the problems is it using lost of fuel and missing at idle and when first under load and low rpms. Change injectors which seem to help a starting problem (difficult starting when warm) but still using fuel and missing. Check resistance temp sensor under cooling hose. Replaced plug, wire, cap , rotor. Change fuel pressure reg. Tired adjusting mixture ie 3mm screw. no improvement. Any ideas
