Jeep Instrument Cluster Replacement Odometer Fix?

Hello,
I am replacing my Current IC with a new one with 136,000 Miles. my XJ has 84,640 on it. Can I change the milage on the new cluster to reflect that? Someone told me that this might be illegal? or is it considered automotive repair?
Any info is appreciated.

It depends what state law says in your state. In Michigan, you can reset an OD forward, but not back. The reason I know this is I bought an 01 Cherokee where the od wasn't working. So the dealer got a used IC from a junk yard to replace it. I inquired of Jeep for the heck of it and was told what I just passed along above. Also, if I wanted a whole new IC it would cost me for the part only .. $900.00!!!!!!!
