I have a 96 century that wont start, when you turn the key the fuel pump will not kick in. it is a new pump and filter, replaced the plugs and wires. Wondering if it is a problem with a relay switch perhaps with it not charging properly?

Check the fuse for the fuel pump. Not sure in a 96, but in my 94 Century it's in a little protective case, under the hood, in the relay center which is by the passanger-side headlight. Make sure it's connected and not blown.
After that I'd start checking wire connections, esp. under the car.

It may serve you well to put a new one in even if your fuse doesn't look blown. I had a Focus that had the same problem. I checked (visually) for blown fuses to no avail, so I put a new fuel pump in. It was still dead, so I started pulling my fuses again. The fuse had cracked, ever so slightly. Just enough to not make connection, but looked good to a passing glance. I know its not technical, but I figured it might save you a headache.
