What do you mean by right blinker? The turn signals, hazards or just the turn signal indicator on the IP Cluster?

The right turn signal blinker,
The left and right turn signals both use the blinker module, ie - flasher relay. So your problem sounds like either bad lamps or the respective lamp socket or wiring. Are both front and rear right turn signals out, not flashing or just the indicator at the IP? If lamps or sockets are OK a common problem is the multifunction switch (MFS).

The only turn blinker that doesn't work is the one rear on the passenger side. The front passenger side blinks very fast along with the one next to the odometer.

Did you replace the bulb first? If you did then to start check the rear passenger side lamp socket for the turn signal. Check the varying 12 volts and make sure ground is good. If the 12 volts is missing then you will need to back track to the steering column multifunction switch (MFS). The stalk may have worn out or bad contacts.
