tail lights

I have a 1991 toyota corolla and all of a sudden the tail lights came on. They stay on. When I hit the brake, the brake lights do not come on. When I turn on the headlights, the tailights switch to the outer lights. Is there a sensor or fuse that could be causing this. I had to disconnect the battery tonight.

Short to power somwhere, or bad brake light switch.
