can a recent(90's) magnum v8(318 or 360) be converted to carb? Is the ignition on the magnum a distributar? How hard would it be to swap the magnum v8 with thransmission into a 70 dart swinger that had a small block and torque flite orignally?

Since small block mopar engines (or big blocks) are still well supported by the aftermarket part people, and the 727 torque flite is one of the strongest trannies in the world, why dont you rebuild the original? I think it would be easier than retrofitting a carb to a fuel injected engine; along with all of the other things that you might need to do. I believe the car would be worth more money when you go to sell it, the closer it is to original.
My 10,000 lb motorhome has the 727 tranny, and its not yet worn out at 100,000 miles and 35 years of age. I met a gent who builds 400 and 500 horsepower engines for 70s Dodges, using the 440 and 413 big blocks from the 70s, just using parts that he can order off-the-shelf. He always uses the forged crankshafts though, never the cast iron ones, and he always uses forged pistons, not the originals that might have been cast pistons.
