I was think about this "Candy Blue Paint" from Zero paints

I think the Candy blue is too bright.Just ask Steve at Hiroboy to mix you a match to TS-51.He will be able to sort you out.

TS-51 is close to Telefonica blue, TS-51 is a little darker but you can control this by what you use as a base coat and how many coats you apply

Testors has a couple metallic blue colors that might work. Look at Blue Metal Flake and Arctic Blue Metallic.

TS-51 is close to Telefonica blue, TS-51 is a little darker but you can control this by what you use as a base coat and how many coats you apply

Actually TS-51 is Telephonica Blue. And it was renamed Racing Blue when it was speced for the Williams. Both TS-51 Racing Blue and TS-51 Telephonica Blue share the same paint in the can.

I was referring to the REAL telefonica blue, TS-51 isn't an exact match to the real color.
Do you believe that TS-50 matches Subaru's WRB pearl?

The Subaru Impreza WRC isn't Mica Blue as Tamiya has it prepared, the name of the color on the real car is a WR Blue Pearl variant similar to the road going WRX but not quite a match.

Duplicolor Twilight blue pearl is pretty close. The color has more pearl in it but the color itself, shade wise seems fairly close.
