Is there an A/C kit I can buy for my 89 formula to upgrade it to the 134 freon?

Kind of.
What you need is the orafice tube from about a 86 Ford Taurus (should be lt blue in color). You also need a "kit" with the oil and conversion fittings in it and you SHOULD replace the accumulator (silver can), they cost about $25 or so.
Open all fittings in the system that yu can and replace the O rings after you flush the system out (auto parts stores have the flush fluid) then blow the system out with compredded air. Hook everything back up and put a vacuum pump on it for an hour ar 30-32" hg. Next, refill with R134 to the proper amount.
Your A/C will be cold...but not as cold as the old R12 system.
