Rear Bumper 94 4Runner?

I was just wondering what the hell the cutout on the back bumper is for? Looks almost like a reciever for a hitch or step? anyone know what this is? Thanks.

It's to use the handle you need to lower your spare tire under your 4Runner.
Check out your owners manual it'll show it .
