How to remove glue?

Well, I hope it's not too bad, because there's not much you can do. :(
The thick stuff in the tube is bad news. You'll do yourself a service by moving away from it ASAP.
The way plastic cement works is it chemically melts the plastic. If two parts are next to each other, the plastic melts and mixes, and when it hardens again the parts are fused together. If it is just smeared on plastic, the plastic will warp and deform.
If it's not too bad, you may be able to cover it up with careful sanding, putty and painting.
