Bump Stop / Ride height question

OK everyone, here is a good one....on my 00 Civic Si I had H&R Sport springs which in the front were supposed to lower 1.75 inches. I have 17 in wheels with 205/40/17 tires. There is absolutely no fender gap - in fact the tire even sits a little under the fender. On the passenger side when I take a right hand turn quick and hit even a small bump the tire rubs on the inner fender liner. When I spoke to H & R about this they told me that the person who installed these (I bought the car that way) probably cut the bump stops. Would that matter ? Do the bump stops actually support the weight of the car ? I thought that they only came into play to keep the shock from bottoming out. I don't know anyone with a stock Civic Si so I can measure the distance from the center of the wheel to the top of the fender opening so I can compare it to mine and see how much lower it is.

Also I am thinking about switching to an Eibach Pro Kit. Are these more realistic in terms of ride height for a daily driver and or in the snow ?

Well actually it doesn't sound like H&R do not know whatthey are talking about. Scary.
Anyway what is the size & offset of your wheels. Offset will make a big difference on if you rub or not. The best setup would be 17x7" with 42-44mm offset. 40mm offset may or may not rub.

The rims are Tenzo Poke 10's, size 17 x 7 and offset of 42.
What do you think about Eibach Pro srings ? Raise the car some and keep an softer ride ? I also have some Ground Controls front rate is 340 and rear is 250. I'd like to keep a softer ride for the street.

I'm running 350f/400r GC springs and it's barely stiff. I would just raise the car up 1/4-1/2".

You mean raise it 1/4 to 1/2 from where it is now by using the Ground Controls ?
