Problem with 2002 A/C

My wifes' Galant has a problem with her A/C.
First, when the A/C is on, it will only blow if the car is moving (on fan positions 1,2 & 3). When you take your foot of the accelerator or go to brake, it stops, nothing come out of the vents.

Second, moving or not, if you put the fan to 4, it will start out blowing cold (a/c) air, then after 5 seconds, just blow air (not cold/cool).

Any ideas? Solutions?
