Rough Start

Sorry to make a new thread, but the search keeps crashing...
Anyway, I made a post a while back describing a hard start with excessive fuel pump cycling when the key is first turned. I was told that the fuel pump is bad. My fuel system will lose pressure withing ten minutes of being shut off, but the car runs fine, although it is running rich.
A few weeks after making that post, I started noticing a hissing sound from under the hood when the pump cycles. It appears to be coming from the pressure regulator. Does the pressure regulator hold pressure in the lines when the car is shut off, or should I just suck it up and change the pump?

replace the regulator first.
