89 Cutlass Ciera Fuse Problem

I have one fuse that sparks and blows a fuse every time I attempt to put a new one in- I believe it's the "horn" or "radio" slot. Any help is much appreciated.

Welcome to AF, first you must find out exactly what that fuse feeds, then isolate that circuit and look for pinched wires or shorted components, no other way here.
