1997 Countor engine cooling fan fuses

I have read a few posts where people have been advised to change the fuses on the engine cooling fan when it is not working. Are you reffering to the relays in the power distribution box under the hood or is there a fuse I have not found yet. My fan is not working. Jumped power directly from battery and fan spins so I know it isn't the fan moter. Changed the Engine Cooling Fan High Speed relay and that didn't fix it I am waiting for the other one to come in, the Engine cooling fan relay. These are the only two "fuses" I can find. Just wondering if there are any other fuses I have not found.
