96 Sunfire Won't Start & Dash Buzzing

I'm having a problem with a 96 sunfire. It turns over but will only start maybe one in a hundred tries. At first once it did start and would continue to run but now it dies out almost immediately. The car is a standard 5-speed. Also, after it fails to start something in the dashboard buzzes behind the quages. It's had this problem in the past and the car sat for over a year afterward, then it was sent to a shop and came back running fine for several months. We had a few days of rain and cool weather and now it's acting up again, it ran great through the winter though. Someone had suggested maybe the cam or crankshaft sensor. Anyone have any ideas?
