99' wiper blade problems

Hey guys....have probably the first malfunction of any part on my car yet....and luckily it's a small one (I hope). I was pulling out of the driveway this morning and it was pouring down rain...so obviously I went to turn on my wipers when I ran into the problem. The blades came up about an inch, then went back down. This is when I would put the wipers on "high". If I put it on any other speed it wouldn't respond. Every now and then I would switch back and fourth, and it would run the blades once, then get stuck again. Think this is the motor having issues? Worked fine a week ago. Any ideas?
