83 regal ISC problems

I was just given a 83 regal with a 4.1L, auto trans, 40,000 miles. When you turn on the key the ISC starts going in and out, it still pulses when the engine is running. Any tips on what to look for. It does have ac but it still does it when it's off. Thanks for the help.
