91 Dakota Cowl panel removal

I am in the process of replacing the connector arm to my windshield wipers. I'm trying to get the cowl panel off but I just see 8 screws along the front of the panel under the hood. I cannot see what else to un-screw/bolt to remove the panel.

Any info is greatly appreciated
