Front License Plate Holder

Thanks to anyone who might be able to help.

I just moved to a state which requires a front license plate. When I bought my 98 Expy, the front license plate holder was tucked inside the crome hole, but not attached. It looks like there are two broken pieces of plastic between the crome and the regular bumper.

Is this broken? It looks like the license plate holder could just rest on the top of the hole, but its not secure. Does anyone know how to get a new license plate holder? Does anyone know how to fix it, if so (I can't find the bolts behind the "broken" pieces of plastic)?
