Lifters not seating

I have had the top side of this motor off twice thanks to my brother in law..........aka the douche! Now I can't seem to get my lifters to seat all the way.........the cam is still good so, any suggestions?

Are these new lifters or the original ones?
If they're new, make sure they are the correct ones for your application.

They are new but, all but two are seating and the cam is still good.
