Question about a 96 GLS

I just bought a 96 passat GLS and was wonder a few thing. when i start the car the headlights are already on and when i turn the light switch they stay on. is there a short in the circuit somewhere? also where would I buy a stock manual and/or a repair maunal.

Probably daytime running lights. These work automatically when you start the vehicle. Are any other lights on, such as taillights, or marker lights?
