Wires Problem

I have this 86 Camaro and the problem is that my battery keeps dieing and what I found and honestly noticed is that when I put it in the ON position the fan comes on when it shouldn't if I not mistaking right and this is how my battery keeps getting low and I keep bringnig it to Kragen auto parts to recharge it. So I found that the wire was cut and rewire. One wire black and red attached to a relay which I don't know what it is and to the battery and the other wire which is black grounded and at the same time with the negative cable to the alternator bracket and block. So I found the wires from where it was cut and rewire it the right way started the car which at this time I barely just adjusted the carburator becuase I was having problem with it and still have problem and the fan was not working at all while engine running I check the fuse O.K. so what I end up doing was putting it back the way it was before. So what could be wrong with these fan/wire any suggestion.

My other problem is my CARBURATOR (electric)that when I start the engine and step on gas pedal it dies and disel at the same. I tried adjusting the two screws on it one for the trotle and the other one which is right under knees the choke which it did work and took it for a test drive around the block but when I turn it off and restarted the engine RPM was so high that I mess with the screw againg and know I have the same problem it won't start unless I step on the gas pedal and hold it that's the only way the car will start. So is there another way in adjusting these because I keep getting in and out the car to adjust the screw and start the engine and try it again over and over.
Thanks

Problem one with the fan sounds like the fabled hak job third gen owners take when their fan switch takes a dump. The fan switch is on the passanger side of the motor up between cylinders 6 and 8. IF the wire is still there for the switch, ground and see if the fan comes on. If it does, than you know you've undone the jerryrigging of the fan wiring and the switch is indeed bad. If it doesn't come, welp, more fun with wiring.

Problem 2, if you do not know what you're doing with the carb and you made massive 'adjustments' to it, life is going to be rough for a whilr. Mainly, any adjustmente made that are in realtion to a chole operation problem must be done when the motor is stone cold. The curb idle screw which sounds like you turned massively is done at near temp, and there is a specifc procedure on yout emissions sticker. More detailed info is on Autozone's site when you create an account. General rule of thumb with the q-jet, one adjustment off sets another, and all adjsutments are done in very minute amounts at a time.
