A bit will come out, especially if you have recently had it started or the key on to pressurize the system. There really isn't to much to come out, just what may be in the line and the filter itself. A "catch can" of some type will let you catch most of it, or a good absorbent rag wrapped near the end(s) of the filter when you remove the line.

Definately wear eye protection while doing this to be on the safe side. use a pan or something under the filter to catch any fuel. Some fuel will come out but not too much and no, you don't need to drain your fuel tank. Just loosen the fuel line and pop the clip on the filter and it should slide out. To make it a little easier, you can pop the fuel lines from the clips on top of the filter and remove the bolt behind the filter and remove the whole bracket.
