Sebring electrical problem intermitant no radio or wipres

When I start the car there are times when the radio and wipers have no power as well some other dash lights. If I turn the key counter clockwise to turn on power to the car without starting the engine everything works.

I also occasionally hear a clicking sound coming from the stearing column ... probably from the ignition switch area.

Sometimes the radio and wipers will start working while I am driving without touching anything.

Any help would be appreciated.
