Overcharged?

here's my problem.i dropped off my car in December with a friend of mine that is a licensed mechanic.He to this day can't fix my car.He has performed a computer read and a compression test on said car.Like I said he hasn't fixed it.He wants to charge me a $100.00 for the tests.Is this not a little steep for a couple of tests?

At today's labor rates that's just 1-1/2 to 2 hours work.

On a 1994 Buick Park Avenue Ultra.it rotates but won't start.already replaced ignition module,cam sensor,crank sensor,new plugs and wires.had acouple of ideas what was wrong but I took it to this guy because he had a computer to check everything out.I am relevantly knowledgeable about cars I just don't have a lot of the tools I need to do certain jobs.Anyways, any advice would be helpful at this point.

Here's my top three things to check.
Spark at each of the three front cylinders. Checking all three eliminates most coil & ICM problems.
Fuel at the injector rail. Best checked with a gauge.
Fuel injector pulse. Can be checked with a node light or 194 light bulb.
