Hmm... that car looks familiar... :p
Those are not actually sold as 23" wheels... (not anymore, anyway)
They're Pegasus Chrome Diamantes
http://www.pegasushobbies.com/resources/pics/rims/1254.gif
...which are like 18" or 19" in 1/24 scale...
But they have the added detail of being sleeved by turned aluminum rings that, IIRC, are made for F1 cars (? - help me out Walter...;)) The diameter of the outer rings are 23".
I have seen this model first hand, and I would have sworn that the spokes of those wheels were photo-etched metal.
(No wonder it keeps winning awards! :p)

Sorry Giordano, the only place that might have it would be Pacific mall, but last time I checked they don't have those rims in stock.

Go to www.pegasushobbies.com, search around a bit. They have an online store, they also have a huge hobby shop (I think in Montclair CA). Find their phone # and call them to order, if digging through the online catalog isn't working (it's kind of slow). They don't update the wheel pics often, so some of their newer rims may not be shown.
I've got a set of the 23" sleeves, they have two styles, one w/a rounded lip and one w/a machined lip which looks more accurate. They also have tires available to fit the sleeves, though their other tires will stretch to fit.
The sleeves and many Pegasus rims are very difficult to find in many hobby shops. The more popular rims sell out very quickly. This rim/wheel system is VERY cool, and Pegasus has a hard time keeping up with the demand...or perhaps the hobby shops are just plain slow to reorder, though I've heard them complain of Pegasus items always on backorder. That's why it's best to go directly to the source.

the only place i usually go for wheels is Pacific Mall. i haven't found another really good model source in the GTA yet. if you want good model wheels, like Aoshima etc., i suggest you simply order from Hobby Search or HLJ, as Pacific Mall doesn't usually have much in the way of good wheels.

zoomzoomMX-5, thanx for that link, but i can't find the rings.:( the rims are there though.:D
mark (astroracer), nice! thanx! a question; can i use those for fujimi rims? like on a workmeister 18' rim?
s13_iketani, i know?!? well, found some pegasus rims though at northstar hobby, but they don't offer those sleeves. :(
the reason that i'm look'n for big 23' rims is bcoz i'm plan'n to use them for a benz sec600. are 18' too small for this model or it depends on how the rim looks like? how 'bout 18' workmeisters? what do you think?

i can't find the rings.
They aren't pictured-you have to go into their online catalog, and dig to the very last pages in the correct category. It's not a very easy-to-navigate system. It's easiest just to phone them. You'll want information on their polished and stepped 23" sleeves.

My rings will work with any tire you can dig up. All I need to know is the diameter and depth you need.

like what?!? cm or mm?

Whatever... mm's work fine. I work with all systems so it really doesn't matter.
Did you realize that mm's in 1:25th scale are almost deadon to full scale inches up to around 48 inches or so where the factor starts to get to big? If you have a model car rim that measures 18mm's in diameter it replicates a full size 18" rim. My Emersom Biggons Series rims scale out to 0.91 inches in diameter (English) which works back to 23.1mm's. This makes them a scale 23" rim.
