Pulse, shake when brakes applied.

Hi,

I have 1992 Corolla DX with 189,000 miles on it.
When I apply brakes, I feel the pulse and car vibrates.
I thought it's very common problem for bad rotors.
So, I replaced front rotors and pads with brand new ones.
However, it did not make any difference.
What else could it be bad?

There is no vibration/pulse or anything when just driveing anywhere either freeway or city driving.

If you have any idea, please let me know.
