Radiator Cap, secondary vacuum valve

I am replacing my radiator cap on my '93 C2500, 7.4L engine.
The secondary valve on all the caps specified for this engine at NAPA all seem to "float" around. On the other hand, every other cap I've ever seen has that metal secondary vacuum valve spring-loaded against the bottom of the rubber gasket.
Is it correct for this model to "float" around instead of being held snug under light spring tension?
