Rear Brake problem, 1999 Chevy Blazer

Hi, I just took my Blazer thru New Jersey State inspection and it failed. It failed for the rear brakes. the rear brakes did not even register on the braking scale. The front brakes registered twice as strong as they should have. Took the truck back to the dealer where I purchased it. They looked at it and said that they believe it is an ABS problem. But because they are a Dodge dealer they are not familar with how a chevy ABS system works. They estimated that my rear brakes are only working about 25%. Is there something I can do for the time being to get it to pass inspection? Or does anyone have any thoughts as to what could be wrong with the rear brakes.

If the brakes are not working right the proper repair to fix them should be made not a work around to pass inspection.
That is what a inspection is all about.
To make sure they are working right for your safety and for the safety of other people on the road.

Does it have a good full solid brake pedal?
Is the master cylinder full of fluid?
Any brakes lights on?
Inspect your rear pads/shoes for wear and proper adjustment and fluid leaks.
If the ABS brake system has air in it a ABS capable scanner is required to bleed the system.
