steering wheel repair

soft rubber on steering wheel deteriorating. any ideas on how to prevent chunks from coming out as I've seen on some older vehicles? the rubber is still intact, but the smooth surface layer has been worn through and now the spongy interior is showing. probably not important, but the car is a 95 regal. thanks for your thoughts.
