2001 rio won't start blows fuse

I am trying to help a friend with a 2001 rio. The car starts and runs fine, but when you try to restart it, it blows the fuse to the ignition switch. This only happens after it has been run awhile and is hot. It will keep blowing the fuse until you let it cool completely, then it will restart and run fine. I noticed this fuse is also tied in to the a/c blower.Battery and starter seem fine, blower runs with no noise etc. When blown the starter won't activate. Any ideas? relay, short?????
