1993 A/C Blower motor no high speed/smokes

Hey gang,
My 93 Chevy Astro has no high speed on the blower motor. Lower 3 speeds work fine. Checked relay under hood above blower and I can see it and hear it click when I put the switch to high buy still no high speed. Contacts on relay aren't to bad, I cleaned them with emory cloth. Any ideas???
Also, I replaced the motor about a year ago when the motor blew smoke out of the vents. Now its smoking again. Could it be the resistors that are smoking and not the blower motor?

The high blower relay has 5 wires in the connector:
Black goes to ground.
Purple goes to the blower motor.
Orange is HOT with key in RUN position and the blower speed switch in the "HI" speed position.
Dark blue is from the resistor and is HOT for all speeds except "HI".
The second orange wire is HOT at all times from a 30amp fuse.
If the relay is operating and the blower is not, the 30amp fuse is probably blown.
Black goes to ground.
