1974 260Z Carb problem

Carburetors running rich, no flooding choke is off, there is only one adjustment near the front carb, idle mixture screw. I took the carbs off and dismantled them, found nothing, i replaced the needle valves, floats ok, power valve seals ok. Put them back on again same thing.....sounds like the choke is on. California car.Anyone help me
