peeling paint on front bumper

I drive a 2000 civic coupe. My front bumper rubbed against a cement wall. (Just lightly... not even close to leaving a dent) Yes, I hit something, so I expect there to be a mark on the bumper and for the paint to be perhaps rubbed off at the point of contact. My complaint is that the paint on the bumper will not stop peeling. Shouldn't the bumper be painted with a type of paint that can handle rubbing against something without all peeling off? Is this a manufacturer's defect? Is this something that should be covered under the 'bumper-to-bumper' warranty my car is still under?

your bumper is plastic man, paint doesnt stick to plastic very well, it doesnt adhear to it, it sort of coats it. It is peeling cause water is getting beneath the clear coat that protects it. U need to sand that mofo get some bondo, work it out and paint it over or it will be lookin pretty ugly in the up and coming months... good luck, DONT GO TO MAACO....
