Where did you get that 95 diesel? Thought I owned the only one on the planet. Owned it for all of it's life and the only time I ever heard the turbo is when it was breaking down. Fixed I dont hear it any more. Did notice that guys thought that noise was cool when it was happening, heard other turbos before on the street. Thought everytime.. they all must be hooped like mine was.

I have done work on a 97 6.5 diesel and I do not recall hearing that turbo whine. Is it possible that the by-pass valve is not completely closed? The valve should be closed at all times up until you reach your cruising speed. I have done a quick check to see if the valve does close.Bring your vehicle to a speed of about 40 mph (70kmph) and then floor the throttle. You should get some black smoke out of the tail pipe and then it should clear. What happens is the by-pass valve is partailly open when cruising and when you floor it,turbo lag sets in (black smoke) and then the valve closes to increase turbo boost. The by-pass valve is contolled by vacuum. There is no vacuum at idle to the by-pass valve and vacuum when at cruising speed to open the by-pass valve.I hope this explains how the system works.
