Weak E-Brake?

I have an automatic 1998 Plymouth Neon Sedan and when I pull my e-brake it seems as tho nothing happens.. my friend said it was b/c i had disc brakes but I thought it was just the front disc and rear drum.. also when i apply the brakes from the pedal they are just fine.. any help is appriceated!!
