Welcome to AF.
The leading cause of no lower blower speeds is the blower motor resister block.
Look on the ac/heater core housing for it and see if it is plugged in and wires good.
Then get a test light and see if voltage is going to and threw it.

The blower resistor needs replacement. It is located under the hood, and mounts with two screws to the evaporator housing near the blower motor. There are 5 wires connected to it. Most auto parts stores stock them.

Mine ('97) had the lower speeds quit too.
I removed the resistor block, and found that the printed "wire" on the board had been eaten by the sealant. I soldered in a replacement wire. (I could see where the printed foil was) All is well.
