A/C compressor wont run when charged fully

I have a 92 Olds Cutlass Supreme International with a 3.4 engine. It has automatic climate control. The problem I have is that the a/c compressor will not run. I took it to the mechanic to charge it and he said that it was already full. He said maybe the climate control needs reprogramming. He has run in to this with Caddys. Possibly it could be the clutch or compressor itself.

What I'm getting at, does any body know how to program the climate control? Or can relay any troubleshooting ideas? The car has been changed to 134a before I bought it.
