Well i took the caprice out for its first highway drive today and i noticed when i get above 65 the spedometer needle starts to go crazy and bounce around, any idea what it could be? you can hear it making a whirling sound too and i have to tap it for it to go all the way back down again too. wheres the cable located also? thats what im thinking it is.

You need to lubricate the speedometer cable. It is behind the speedometer, you will need to remove the speedo instrument cluster to get to it. Press the tab and pull the sheath from behind the speedometer head, then pull out the cable from the sheath - all the way out - but make sure you have a towel or something to keep it from touching the interior of the car as it is dirty and will stain the interior. Use a light amount of axle bearing grease, just enough to lightly coat it, and feed it back down into the sheath, then once it is in, push the sheath back into the speedometer head, it will more or less 'click' into place. Assembly is the opposite of removal.

sounds easy, i'll give that a try. it must un-roll from something and then wind up because i cant imagine just completely taking out the cable it self right? can i use white lithium grease as well or is it best to use the other stuff?

White lithium grease should be suitable enought I would think. I remember a WHILE back my father told me that a dry lubricant such as graphite should be used on a speedo cable. Where would that idea come from?

should i look around for the other end of the cable as well, it would look simmilar to this right and located near the cruise control module:
