Shifting out of park without applying brake

Hello all,
I recently bought my wife a 2000 gl with 13,000 miles on it, the car is in great shape but I have noticed that you do not have to apply the brake to shift it out of park, you don't even need to have the key in it .Is there a way to correct this as I have children and don't want any mishaps.
Also I have tried to program the keyless entry so the horn will beep when you lock the doors but I can not get it to where the horn beeps. I have done exactly what the manual says but no luck. any Ideas??

Sounds like the brake/shift/ignition interlock is bad. Could be anything fom a faulty fuse to a broken mechanism.
