Hi, I have a 79, but have never had a problem. The headlamp doors are vacuum operated, so check (listen) for vacuum leak near or at the cans located between the lights, and check at firewall where vacuum tubes go through for breakage or pinching. The single vacuum switch below steering column will also force open the doors if pulled down and enough vacuum is present without turning on the headlamp switch. I don't know that you should have disturbed any vacuum lines doing a brake job, but vacuum is key to their proper operation. I don't know what the light switch vacuum switch looks like, but if you can supply a vacuum from other than the engine so you it is quiet enough to hear, you should be able to pinpoint area of leakage. Good luck
