Wierd Sound from 2000 Crown Vic

I have a wierd moaning sound coming from the air filter housing
on cold startups, it usually lasts for under a minute. Could
the MAF sensor be causing this problem ??? If not, does anyone
have any thoughts or suggestions as what would cause this loud,
wierd moaning sound ?
I only have 49000 mi on it & I bought it new

Any help will be appreciated.

It is either the idle speed control motor or the lottle plactic tube that runs from the iac to the throttle body intake hose

maybe a power steering pump? and the noise is radiating toward the air box...?

Underneath the air box is the air compressor (assuming you have rear air bags?) the pump is on leveling the car on start up. The pump may be going bad.
