94 Cavalier cigarette light plug

I tried installing a new cigarette lighter plug and the wiring to it just about burned up. All fuses are good according to the fuse tester which indicates that there is a problem somewhere. I really only need a cigarette lighter plug because I want to install an xm satellite radio and also may need it to charge cell phone. I don't smoke. Maybe someone can give me an idea on how I can run wiring for 1.
