Replace Resistor Pack on '97 316i Compact?

Hi,
Since I have owned the car, the heater/blower on my E36 Compact has only ever worked on setting 4. This sounds typical of a problem with the resistor pack and the full-fan setting presumably avoids it?
I have tried cleaning the contacts on the switch itself and am pretty confident everything's fine on the console.
Firstly, would there be any other reasons the fan would work on the highest setting and no others? All fuses/relays etc. are fine..
Next, my compact has manual dials so am I right in thinking it'll need a resistor pack rarther than a final stage resistor?
Lastly, does anyone know if this is a tricky item to replace - I am led to beleive it is located down by the driver's foot-well - is this right?
